  ​The Puerto Rico Aqueduct and Sewer Authority (PRASA) is requesting Proposals from companies that provide Industrial Pretreatment package software to address the requirements established by PRASA and the United States Environmental Protection Agency (USEPA). The software shall be capable of managing key elements of its Program, while providing a fast and effective process for the generation of permits, discharge authorizations, manage industries information, managing the correspondence, enforcement process, metrics implementation, and create reporting, authorization, letters, and any other document to the clients. Currently, PRASA has over 1,000 Industrial Clients (IUs) that have discharge permits and authorizations. This tool will provide the necessary visibility to PRASA and the clients to monitor the user's process performance and enhance the information management under this Program.

  Sealed proposals will be received by PRASA at the 3rd  floor (Purchasing Department) of the PRASA Headquarter's Building, located at 604 Barbosa Avenue, Hato Rey, Puerto Rico 00917-4310. Considering the current situation about the COVID-19 and the Governor's Executive Order, proposals can also be submitted via email to the following address: 
  If a Proponent decides to submit the proposal via email, please consider the following:
     the email shall be sent to the provided email address before the Proposal Submittal Deadline,
     request confirmation to PRASA's Evaluation Committee that the Proposal was received,
     submit to PRASA the original proposal and copies (including the electronic files) to the provided email address (since there are some documents that must be received in original format, submittal of the original proposal is mandatory) within 3 working days after the Proposal Submittal Deadline. Please note that if there any discrepancies in the electronic version and the hardcopy proposal (submitted after the deadline), PRASA will consider the electronic proposal as the correct one for the evaluation purposes. If both versions are submitted within the deadline, and there are discrepancies, then the hardcopy proposal will be considered as the correct one for the evaluation purposes.  Proposals (submitted either via email, mail, or handover) received after this deadline will not be considered under any circumstances.   All questions regarding this RFP should be directed only in writing through the following email address:  Proponents are fully responsible for being informed of any response to RFC/RFI published by PRASA.  PRASA makes no guarantee of timely delivery of any addenda to any person or company. Proponents will receive the RFP documents via email upon requesting it by email. Hard copies or CD's shall not be provided by PRASA.
